Borouge and Mubadala Bio Deal Boosts UAE-Made Medical Packaging

Borouge’s Abu Dhabi facility begins production of its first medical-grade polyolefin, marking a milestone for UAE-made healthcare packaging.

ABU DHABI, UAE – Borouge and Mubadala Bio have signed a partnership to strengthen local manufacturing of medical products, with a focus on packaging and polymer materials made in the UAE.

The agreement, signed during the Make it in the Emirates event, supports the country’s push for industrial self-reliance under the Operation 300 Billion strategy. It also reinforces the UAE’s goal to expand its life sciences and healthcare sectors through homegrown capabilities.

Borouge will supply Mubadala Bio with polyolefins specifically engineered for healthcare use. Its Ruwais facility is now producing Bormed™ RG868MO, a transparent, high-strength material designed for medical devices and pharmaceutical packaging. This marks the first time such a product has been manufactured in the UAE.

“This collaboration goes beyond material supply—it’s about creating smart, safe products for the region’s patients and clinicians,” said Hazeem Sultan Al Suwaidi, CEO of Borouge.

The new material meets sterilisation standards and is being used in items such as syringes, inhalers, and caps. A second healthcare product from Borouge is expected to launch later this year.

Mubadala Bio’s Deputy CEO, Hamad Husein Almarzooqi, co-signed the agreement, highlighting the broader goal of establishing a sustainable life sciences sector rooted in domestic production. “By collaborating with local partners, we aim to grow the manufacturing of UAE-made products,” added Ismail Ali Abdulla, Executive Director of UAE Clusters at Mubadala.

Mubadala Bio, launched at the same event, is building an integrated life sciences platform with 10 facilities—six within the UAE—and aims to improve drug security and supply chain resilience. The company has a combined annual capacity of 2.5 billion tablets and 120 million injectables, serving over 100 countries.

The deal marks a clear move toward industrial and medical independence, giving the UAE a stronger foothold in the regional healthcare packaging sector.
