
CCL Industries Inc. has signed a binding option agreement to acquire Sleever International Company SA, a global provider of shrink sleeve labelling solutions and application equipment for consumer packaged goods and healthcare markets.
Headquartered near Paris, France, Sleever operates 11 manufacturing facilities across Canada, Europe, China and Brazil, offering shrink sleeve labels, application technologies and decorating services. The company reported sales of approximately $213 million in 2025, with an adjusted EBITDA margin of 11.1%.
The transaction is valued at approximately $151 million, including a combination of cash and assumed net debt, and is expected to close by mid-2026, subject to customary approvals and regulatory procedures.
The acquisition will combine the sleeve labelling operations of both companies, creating a business with estimated combined revenues of around $700 million in 2025. CCL indicated that the integration will focus on operational efficiencies, technology alignment and growth opportunities across global markets.
From a packaging perspective, the deal strengthens CCL’s position in shrink sleeve labelling, a segment widely used in beverage, personal care, home care and pharmaceutical packaging for full-body decoration and 360-degree branding. The integration of Sleever’s application equipment and decorating capabilities also enhances CCL’s ability to offer more integrated labelling and packaging solutions.
Sleever’s expertise in sleeve application systems is expected to complement CCL’s existing label technologies, enabling improved production efficiency and expanded service capabilities for converters and brand owners.
Eric Fresnel, principal shareholder of Sleever, is expected to continue in an advisory role following completion of the transaction, supporting integration and business continuity.
The acquisition reflects ongoing consolidation within the global packaging and labelling sector, as companies expand capabilities across materials, application technologies and value-added services to better serve multinational brand owners.
