Paper packaging in transition: What MEA converters and brands need to get right

Saudi Arabia’s Minister of Environment signs a framework MoU to advance integrated waste management and recycling in Riyadh.

 

 

Paper and paperboard packaging are gaining ground across the Middle East and Africa as regulation, sustainability commitments and demand for recyclable formats reshape packaging decisions. But replacing plastic with paper is not circularity in itself. For converters and brand owners, the real challenge is combining product protection, efficient converting, responsible fibre sourcing and credible end-of-life recovery.

 

 

Across MEA, the sustainable packaging debate is becoming more practical. The question is increasingly not simply whether a material is renewable or recyclable, but whether it is fit for the application, efficiently produced and realistically recoverable in the market where it is consumed.

 

 

Paper and paperboard are well positioned in this transition. Corrugated already plays a major role in transport, industrial and e-commerce packaging, while folding cartons remain important across food, confectionery, pharmaceuticals and personal care. Paper bags and fibre-based foodservice formats are also attracting greater attention as selected single-use plastics face tighter regulation.

 

 

In Saudi Arabia, commercial market research cited by Packaging MEA values the paper packaging market at USD 3.3 billion in 2025 and forecasts it reaching USD 4.8 billion by 2034.

 

 

Regulation is accelerating change

The policy environment is adding momentum.

The UAE Circular Economy Council has approved 22 policies covering manufacturing, food, infrastructure and transport. Dubai entered the final phase of its restrictions on specified single-use plastic products on 1 January 2026, while Oman began Phase Five of its phased restrictions on plastic shopping bags on 1 July 2026.

 

 

For paper converters, these developments create opportunity, but they should not be interpreted as an instruction to substitute paper for plastic in every application.

 

 

A dry-food carton, an e-commerce shipper and a grease-resistant takeaway pack have very different technical requirements. Barrier coatings, windows, adhesives, laminations and decoration can all influence how readily a fibre-based pack can eventually be recovered.

 

 

The better question is therefore not simply “Can this package be made from paper?” but “Can it deliver the required barrier, shelf life and converting performance while remaining compatible with an appropriate recycling route?”

 

 

Design for recycling starts before production

A folding carton may combine paperboard with inks, coatings, adhesives, foils and windows. For food packaging, additional grease, moisture or oxygen barriers may be essential.

 

 

That means recyclability must be addressed during structural development rather than after a pack has reached the market. Brand owners, board suppliers, coating specialists, converters and recyclers increasingly need to work together before the specification is fixed.

 

 

Lightweighting is another important opportunity. Corrugated converters can optimise liner, fluting, flute profile, box geometry and right-sizing, while folding-carton producers can more closely match board grade and caliper to the structural requirements of the pack. But excessive downgauging can compromise stiffness, compression strength and packing-line performance.

 

 

For converters, this makes lightweighting an engineering exercise rather than simply a purchasing decision.

 

 

Manufacturing efficiency matters too

Circular packaging is not only about what happens after use.

A recyclable carton that generates excessive makeready sheets, die-cutting losses, print defects or rejects during production is not an optimised solution. Closed-loop colour control, automated inspection, accurate die-cutting, waste measurement and better production planning can therefore contribute directly to material efficiency.

 

 

The same applies to sourcing. FSC, PEFC and other chain-of-custody mechanisms are becoming increasingly relevant as brand owners look beyond price and printability towards fibre origin, recycled content and end-of-life compatibility.

 

 

Recycling infrastructure remains the decisive factor

The greatest challenge may ultimately sit outside the packaging plant.

A pack can be designed to be recyclable, but whether it is actually recycled depends on collection, sorting, baling, transportation and reprocessing infrastructure.

 

 

Riyadh’s waste-management strategy targets the recycling of 81% of municipal solid waste by 2035, against annual generation of about 3.4 million tonnes. Saudi Arabia has also established an Extended Producer Responsibility framework that can place legal and financial responsibility for designated products on producers beyond the point of sale.

 

 

South Africa provides an instructive regional comparison. Its paper recycling rate reached 63.3% in 2025, with approximately 1.2 million tonnes of paper and paper packaging diverted from landfill annually, according to PAMSA.

 

 

The lesson for MEA brand owners is clear: the same package can have very different circularity outcomes in different markets.

 

 

Not paper versus plastic

The next phase of sustainable packaging should not be reduced to a material contest.

 

 

Flexible plastics can deliver excellent barrier performance with relatively little material in some applications. Fibre, aluminium, glass, steel and rigid polymers each have areas where they perform strongly.

 

 

For paper and paperboard, the opportunity across MEA is nevertheless significant. The strongest solutions will be those that protect the product, minimise material use, run efficiently through printing and converting, use responsibly sourced fibre and have a realistic pathway back into productive use after consumption.

 

 

That is a more demanding standard than simply replacing one substrate with another — but it is also a far more meaningful measure of circular packaging.
